Creates a pass from a template with provided values and images.

**Parameters:**
- `request` (Request): The incoming request.
- `template` (Template): The pass template.
- `user` (User): The currently authenticated user.
- `background_tasks` (BackgroundTasks): Background tasks for asynchronous execution.

**Returns:**
